FOREIGN EXCHANGE PURCHASE CERTIFICATE

What is the foreign exchange purchase document that foreigners must submit along with other mandatory documents in real estate purchase transactions, and how is it obtained?

For citizenship or investment purposes, foreign nationals must fulfill certain procedures when purchasing real estate. One of these is to obtain a foreign exchange purchase document for the amount of the investment made in foreign currency. The price of the purchased real estate must be sold to the Central Bank through a bank operating in Turkey, and then the foreign exchange purchase document, which will be issued by the intermediary local bank, must be submitted to the Land Registry Offices. Because real estate sales transactions cannot be completed without this document.

The most important thing to consider during this transaction is that the foreign exchange purchase document must be obtained from a bank operating in Turkey. The amount declared to the land registry and the amount written on the receipt must be the same amount. In addition, this document must be issued before the sales transactions. However, some problems may occur at this point. Since the document can only be obtained from a bank operating in Turkey, foreign nationals who want to buy real estate must have a residence permit in Turkey or have an account at a branch of the same bank in their own country...

The foreign exchange purchase document is presented to the land registry office before the sale.

Information Required in Foreign Exchange Purchase Document

1. Name and surname of the foreign national who made the foreign exchange transaction

2. Passport number or ID number of the foreign national who exchanged the foreign exchange

3. TL amount and the USD (US Dollar) equivalent of the foreign exchange purchased in TL

4. Statement indicating that the transaction was carried out within the scope of “Article 13 of the Capital Movements Circular”

It is also possible to sell the foreign exchange in return for the sales price with more than one foreign exchange purchase document, and in such an option, the foreign exchange purchase documents are presented together and the total is taken as the basis for the transaction.
